The deadline to submit a Right of Entry or Opt-Out form for debris removal is March 31, 2025.

Phase 2
Checklist
Our Phase 2 Fire Cleanup Checklist ensures homeowners navigate the debris removal process smoothly and avoid costly delays. It outlines critical steps, deadlines, and key requirements to help you stay compliant and make informed decisions. Whether you choose a government program or private services, this checklist provides verified, actionable guidance to keep your rebuild on track.
Our checklist has 10, NEED-TO-KNOW areas of focus. We have discussed these items with industry professionals and kept them very easy to understand.
Below outlines the first 4 areas of focus:
STEP #1
Get an estimate from a private licensed hazardous materials contractor.
STEP #2
Give the estimate to your insurance company if using.
STEP #3
Hire a private asbestos company to test your property. This is separate from the fire debris removal company and required to submit a permit to the county. This process takes approximately 5 days from the time you schedule, to receiving results.
STEP #4
Opt out of using Army Corp of Engineers through Recovery.lacounty.gov
You will need to have your contractor's company name and license. Take a screenshot of the confirmation email when you are finished. This will be used for your permit as well. The deadline to opt in is March 31, 2025. Once you opt out, you can’t opt back in.
